The Path of Terror Attacks

This paper derives a dynamic path of ongoing terror attacks as function terrorists’ capacity and target government’s counterterror capacity. The analysis provides several novel insights characterizations. First, the effect policy is limited. Second, proactive affects depreciation (fatigue) capacity, defensive limits worst-case scenario. Third, fluctuations in time are preferences adjustment costs changing tactics, which invariant. Indeed, our model, oscillations occur irrespective stance.
